Floating could deliver third of UK offshore capacity
Heligan report highlights infrastructure investment needs

Floating offshore wind could supply one-third of the UK’s offshore wind capacity and generate 175TWh of electricity annually by 2050, according to a report from Heligan Group.

The company said floating wind capacity is forecast to exceed 10GW-15GW by 2030, while the Floating Offshore Wind Taskforce’s 2024 strategy identifies a £47 billion opportunity with the potential to create up to 97,000 jobs.

Heligan added that UK government auctions, including the Celtic Sea leasing round completed in 2025, have awarded up to 4.5GW of floating wind capacity.

The report said delivering that pipeline will require reinforced ports, heavy-lift capability and expanded marine logistics to support turbine assembly and deployment.

Heligan said no UK port is currently equipped to support commercial-scale floating wind deployment, creating what it described as a critical bottleneck.

The report highlighted investment including £55 million for the Port of Cromarty Firth to support floating wind manufacturing, more than £500 million from Associated British Ports to develop Port Talbot as a Celtic Sea hub and an estimated £3.5 billion required by 2030 to transform up to 11 ports.

The company added that EU-backed Green Deal Industrial Plan reforms and national support schemes are also accelerating port investment across Europe.

“Delivering this future will require industrial-scale infrastructure,” said Andrew Dickinson, head of Infrastructure Services at Heligan Group.

“The UK already holds one of the largest floating wind pipelines globally and is ahead of most markets in project development, with over 30,000 people currently working in the UK’s bottom-fixed offshore wind sector.”

“Yet, the UK is at risk of falling behind without the infrastructure to deliver at scale. No UK port is currently equipped to support commercial floating wind deployment, creating a critical bottleneck.”
